MONDAY, MARCH 20, 2006
The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove. The meeting began with the Pledge of Allegiance.
On roll call, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, Tomashefski, and Zanfardino responded. Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Parks and Recreation Director Michelle Grigore, Public Works Director Bill Blair, Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger.
Council President Newlove declared the minutes of the meeting held March 6, 2006 approved as distributed.
CORRESPONDENCE
Clerk of Council Kay Scherreik reported that an application was received from the Ohio Division of Liquor Control for a Class C1 and C2 liquor permit for WalMart Stores East LP, dba Walmart Super Center #1913, located at 131 W. Gypsy Lane, Bowling Green, Ohio. Clerk noted that a check of the records was requested but not received at this point.
OFFICIAL REPORTS
Mayor John Quinn requested confirmation of the appointment of Charlie Bechstein to the Convention & Visitors Bureau for a term ending May 31, 2007. Council Member Sorrells moved, McOmber seconded, to approve the appointment as presented by the Mayor. On unanimous voice vote, Council Member Newlove declared motion carried.
Mayor Quinn invited Council Members to attend the annual Arbor Day celebration on April 11, at Ridge Elementary School beginning at 1:30 p.m.
Mayor Quinn noted that many appointments to City Boards and Commissions will be expiring on May 31 and asked Council Members if they had any suggestions for replacements to get those names to him so that contact with them can be made.
Council President Newlove presented framed copies of resolutions adopted by Council honoring former Council Member Bill Culbertson and B.J. Fischer for their dedicated service to the City as members of City Council.
Municipal Administrator John Fawcett reported that the city is losing its battle against the emerald ash borer and all of Northwest Ohio has been quarantined by the Ohio Department of Natural Resources. Fawcett noted that the city has adopted an 8 year plan to replace ash trees located in the public right-of-way.
Planning Director Rick Ketzenbarger had no report.
Parks and Recreation Director Michelle Grigore invited Council Members to the dedication of the new playground area at City Park on Saturday, April 1, at 10:00 a.m. Grigore also reported to Council that the land sculpting has begun at the Simpson Garden Park and the electric poles have now been removed.
City Attorney Michael Marsh had no report.
Utilities Director Kevin Maynard had no report.
Public Works Director Bill Blair reported to Council that work has begun on the list of paving and sidewalk projects for this year and requested input from Council Members before the list is finalized. Blair also updated Council on current and upcoming public works projects.
NEW LEGISLATION
The following new legislation was recommended by the Administration and presented to Council for introduction:
Council Member Zanfardino, for the Community Improvement Committee, introduced a resolution authorizing the Mayor of the City of Bowling Green, Ohio, to file an application and execute a contract upon grant application approval under the Community Development Block Grant: Entitlement Program as authorized by the Housing and Community Development Act of 1974, as amended.
Council Member Tomashefski, for the Finance Committee, introduced a resolution transferring previously appropriated funds.
Council Member Tomashefski, for the Finance Committee, introduced an ordinance providing supplemental appropriations for the current expenses and other expenditures of the City of Bowling Green, Ohio, during the fiscal year beginning January 1, 2006 and ending December 31, 2006.
Council Member Tomashefski, for the Finance Committee, introduced an ordinance amending and adopting Section 33.29(A) & (E) of the Codified Ordinances of the City of Bowling Green, Ohio, regarding attendance at conferences, conventions, and other functions of municipal concern.
Council Member Newlove, for the Committee-of-the-Whole, introduced a resolution honoring John Mura, Member of the Council of the City of Bowling Green, Ohio.

Clerk read Ordinance #7538 amending and enacting Section 33.01(I) of the Codified Ordinances of the City of Bowling Green, Ohio, relative to the non-bargaining salary schedule, for third reading.

Clerk read Ordinance #7540 authorizing the Utilities Director to execute a Hydro Matrix Development Cost Sharing Agreement with American Municipal Power–Ohio, Inc., and declaring an emergency, for third reading.
Council Member McOmber moved, Heminger seconded, to adopt the emergency clause for Ordinance #7540. On roll call vote, Council Members Newlove, Sorrells, Tomashefski, Zanfardino, Frost, Heminger, and McOmber voted yes. Council President Newlove declared motion carried, and the emergency clause adopted.
