The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove. The meeting began with the Pledge of Allegiance.
On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, Sorrells, and Zanfardino responded. Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Parks and Recreation Director Michelle Grigore, Public Works Director Bill Blair, Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger.
Council President Newlove declared the minutes of the meeting held March 19, 2007 approved as distributed.
CORRESPONDENCE
There was no correspondence.
OFFICIAL REPORTS
Mayor John Quinn announced that the City received a “Quality Paving Award” for work done in conjunction with the Dunbridge Road project.
Mayor Quinn presented a proclamation to Sandy Rollins who was representing the Exchange Club. The proclamation declared the month of April “National Child Abuse Prevention Month” in the City of Bowling Green.
Municipal Administrator John Fawcett had no report.
Planning Director Rick Ketzenbarger had no report.
Parks and Recreation Director Michelle Grigore had no report.
Council Member Dunn asked Grigore about the status of the surveys that were sent out regarding aquatics. Grigore responded that 5000 surveys were mailed out and they have received approximately 700 responses thus far. Grigore indicated that the deadline date for completing the survey is April 15.
City Attorney Michael Marsh had no report.
Utilities Director Kevin Maynard had no report.
Public Works Director Bill Blair reported that a pre-construction meeting will be held on Wednesday, April 4, at 2:00 p.m. in the Council Chamber to discuss the 2006 sidewalk projects. Blair noted that the bidding process will begin soon for the 2007 sidewalk projects. Blair updated Council on the South Main Street paving project and noted that the Spring unlimited brush pick up will begin on Monday, April 9, starting out in the 4th Ward.
NEW LEGISLATION
The following new legislation was recommended by the Administration and presented to Council for introduction:
Council Member Newlove, for the Finance Committee, introduced an ordinance amending and adopting Section 33.27(M) of the Codified Ordinances of the City of Bowling Green, Ohio, relating to vacations.
Council Member Sorrells, for the Transportation and Safety Committee, introduced an ordinance amending and adopting Section 98.03 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding snow and ice covered sidewalks declared a nuisance.
COUNCIL COMMITTEE REPORTS
Council Member Sorrells reported that the Sidewalk Commission met and reviewed sidewalk projects for 2007. Sorrells noted that the following projects were approved:
· West side of S. Main Street from Ordway to Napoleon Road;
· North side of E. Wooster Street between Enterprise & Summit Streets;
· East side of S. Main Street from Lehman to Napoleon Road (if funds are available);
· West Wooster Street west of Wintergarden Road on the north side.
LOBBY VISITATIONS
William Feeman, 1301 S. Orleans, addressed Council regarding the letter concerning the location and condition of mailboxes sent to some residents. Feeman stated that people that he has talked to that received the letter have checked their mailboxes and found them not to be faulty. Feeman stated that the letter is erroneous and asked if there were any plans to retract or withdraw the letter.
Public Works Director Bill Blair replied that there are no plans to retract the letter and that the letter has been blown out of proportion and misunderstood. Blair explained that the purpose of the letter was to inform residents that if their mailbox is knocked down by a city snowplow, the City will pay for the replacement of the mailbox. However, if the mailbox is knocked down or damaged by the snow that is thrown by the plow, then the responsibility rests on the resident.
Council Member Sorrells commented that this issue was discussed at the March 19 Council meeting and the city went on record at that time regarding the policy for replacement of damaged mailboxes.
Municipal Administrator John Fawcett indicated that there may be some benefit to having city crews go out and review situations in question.
READING OF LEGISLATION

Clerk read Ordinance #7669 amending and adopting Section 98.03 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding snow and ice covered sidewalks declared a nuisance, for first reading.
Clerk read Resolution #3334 authorizing the Mayor of the City of Bowling Green, Ohio, to file an application and execute a contract upon grant application approval under the Community Development Block Grant: Entitlement Program as authorized by the Housing and Community Development Act of 1974, as amended, for second reading.
Clerk read Ordinance #7663 amending and adopting Section 33.21 of the Codified Ordinances of the City of Bowling Green, Ohio, relating to personal business leave, for second reading.
Clerk read Ordinance #7667 establishing interim zoning for approximately 7.69 acres of land recently annexed to the City of Bowling Green, Ohio, from Alvar W. & Lynn R. Carlson, for second reading.
Clerk read Resolution #3333 approving and adopting the Procurement Manual for the B.G. Transit Program as recommended by the Transit Advisory Committee, for third reading.
Council Member Sorrells moved, Dunn seconded, to adopt Resolution #3333. On roll call vote, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, Zanfardino, and Dunn voted yes. Council President Newlove declared motion carried, and Resolution #3333 adopted.
Clerk read Ordinance #7659 amending and adopting Section 35.39 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding returned checks, for third reading.
Council Member Newlove moved, McOmber seconded, to adopt Ordinance #7659. On roll call vote, Council Members Heminger, McOmber, Newlove, Sorrells, Zanfardino, Dunn, and Frost voted yes. Council President Newlove declared motion carried, and Ordinance #7659 adopted.
Clerk read Ordinance #7660 amending and adopting Section 33.04(D) of the Codified Ordinances of the City of Bowling Green, Ohio, regarding pay scales for seasonal employees, for third reading.
Council Member Newlove moved, Zanfardino seconded, to adopt Ordinance #7660. On roll call vote, Council Members McOmber, Newlove, Sorrells, Zanfardino, Dunn, Frost, and Heminger voted yes. Council President Newlove declared motion carried, and Ordinance #7660 adopted.
Clerk read Ordinance #7661 accepting annexation of approximately 7.69 acres of land in Plain Township, Wood County, Ohio, from Alvar W. & Lynn R. Carlson, petitioners, for third reading.
Council Member Frost moved, Sorrells seconded, to adopt Ordinance #7661. On roll call vote, Council Members Newlove, Sorrells, Zanfardino, Dunn, Frost, Heminger, and McOmber voted yes. Council President Newlove declared motion carried, and Ordinance #7661 adopted.
Council Member Zanfardino moved, Dunn seconded, to adjourn. On unanimous voice vote, Council President Newlove adjourned the April 2, 2007 regular meeting of the City Council at 8:34 p.m., subject to call.
