The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove. The meeting began with the Pledge of Allegiance.
On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, Sorrells, and Zanfardino responded. Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Parks and Recreation Director Michelle Grigore, Public Works Director Bill Blair, and Planning Director Rick Ketzenbarger. Utilities Director Kevin Maynard was not present.
Council President Newlove declared the minutes of the meeting held April 16, 2007 approved as distributed.

Council Member McOmber moved, Dunn seconded, to approve the appointments are presented by the Mayor. On unanimous voice vote, Council President Newlove declared motion carried.
Mayor Quinn also appointed Florence Johnson to the Transportation Advisory Committee for a term expiring May 31, 2008 noting that this appointment does not require confirmation by Council.
Mayor Quinn announced that the annual “Bike to Work Day” will be May 15. Those interested in participating should meet at Grounds for Thought for complimentary coffee and donut between 7:00 a.m. – 8:30 a.m. Mayor Quinn noted that this event is sponsored by the Bicycle Safety Commission.
Mayor Quinn reported that the 175th Anniversary Committee met and appointed Joan Gordon as the chair of the committee. The next meeting is scheduled for May 22nd at 5:30 p.m. in the Council Chambers.
Brian Craft was introduced by Mayor Quinn as the new Public Works Director. Brian replaces Bill Blair who is retiring effective May 18, 2007. Mayor Quinn thanked Bill Blair for his dedicated service to the City.
Municipal Administrator John Fawcett had no report.
Planning Director Rick Ketzenbarger had no report.
Parks and Recreation Director Michelle Grigore reported that gypsy moths have become a problem again this year in City Park. Grigore noted that a licensed contractor has been hired to spray a naturally-occurring bacterium called BT which is not harmful to people or pets, but specific to the gypsy moths. City Park will be closed for one day when this spraying occurs.
City Attorney Michael Marsh had no report.
Utilities Director Kevin Maynard was not present.
Public Works Director Bill Blair reported that heavy item pick up will be done this week and will follow the regular refuse pick up schedule. Blair also updated Council on current and upcoming projects.
NEW LEGISLATION
The following new legislation was recommended by the Administration and presented to Council for introduction:
Council Member Newlove, for the Finance Committee, introduced an ordinance amending and adopting Section 33.03(A) of the Codified Ordinances of the City of Bowling Green, Ohio, relating to pay for School Police, Interns, and Civil Infractions Hearing Officer.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance granting an easement for a portion of Gould Street right-of-way to Kevin G. Neal and Wendy M. Neal.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance amending the Zoning District Map of the City of Bowling Green, Ohio, for the property generally known as 531 Conneaut Avenue, from M-1 Light Industrial to RES-2 Single Family Residential zoning.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance approving the S-District Site Plan for an addition to the daycare building and the construction of an outdoor pool and sunroom at Heritage Corner.

READING OF LEGISLATION

Clerk read Ordinance #7673 deleting Section 150.65(J) and amending and adopting Section 150.66(G)(1) of the Codified Ordinances of the City of Bowling Green, Ohio, regarding minimum elevation for flush mounted signs, for second reading.
Clerk read Ordinance #7668 amending and adopting Section 33.27(M) of the Codified Ordinances of the City of Bowling Green, Ohio, relating to vacations, for third reading.
Council Member Newlove moved, Heminger seconded, to adopt Ordinance #7668. On roll call vote, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, Zanfardino, and Dunn voted yes. Council President Newlove declared motion carried, and Ordinance #7668 adopted.
Clerk read Ordinance #7669 amending and adopting Section 98.03 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding snow and ice covered sidewalks declared a nuisance, for third reading.
Council Member Sorrells moved to amend Ordinance #7669 by substitution to change the word “certified” to “regular” when referring the method of mailing notification to property owners. Council Member Zanfardino seconded the motion. On roll call vote, Council Members Heminger, McOmber, Newlove, Sorrells, Zanfardino, Dunn, and Frost voted yes. Council President Newlove declared motion carried, and Ordinance #7669 amended by substitution.
Council Member Frost moved, Dunn seconded, to adopt Ordinance #7667 establishing interim zoning for approximately 7.69 acres of land recently annexed to the City of Bowling Green, Ohio, from Alvar W. & Lynn R. Carlson. On roll call vote, Council Members Newlove, Sorrells, Zanfardino, Dunn, Frost, Heminger, and McOmber voted yes. Council President Newlove declared motion carried, and Ordinance #7667 adopted.
Council Member Zanfardino moved, Dunn seconded, to adjourn. On unanimous voice vote, Council President Newlove adjourned the May 7, 2007 regular meeting of the City Council at 8:20 p.m., subject to call.
