The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove. The meeting began with the Pledge of Allegiance.
On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, Sorrells, and Zanfardino responded. Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Parks and Recreation Director Michelle Grigore, Public Works Director Brian Craft, Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger.
Council President Newlove declared the minutes of the meeting held November 5, 2007 approved as distributed.
CORRESPONDENCE
Clerk noted that a listing of budget transfers for the month of November was received from Finance Director Brian Bushong and distributed to Council prior to the meeting for approval. Council Member Heminger moved, Sorrells seconded, to approve the transfers as presented. On unanimous voice vote, Council President Newlove declared motion carried. A copy of the transfers is attached and made a part of these minutes.
Clerk noted that copies of the Budget Summary Report for the month of October, 2007 were distributed to Council prior to this evening’s meeting.
OFFICIAL REPORTS
Mayor John Quinn extended his congratulations to those Council Members re-elected to serve on City Council during the election held on November 6.
Municipal Administrator John Fawcett had no report.
Planning Director Rick Ketzenbarger had no report.
Parks and Recreation Director Michelle Grigore had no report.
City Attorney Michael Marsh had no report.
Utilities Director Kevin Maynard had no report.
Public Works Director Brian Craft reported that curbside leaf pickup continues throughout the city. Crews are now working in the third ward. Craft also reported that a bid opening will be held on Wednesday at 2:00 p.m. for manhole improvements at the Poe/Lafayette intersection.
NEW LEGISLATION
The following new legislation was recommended by the Administration and presented to Council for introduction:
Council Member Zanfardino, for the Community Improvement Committee, introduced an Ordinance authorizing the Municipal Administrator to enter into an agreement with the Bowling Green Recycling Center, Inc., for recycling services.
Council Member Newlove, for the Finance Committee, introduced the following legislation:
· Resolution transferring previously appropriated funds;
· Ordinance amending and adopting Section 33.04 of the Codified Ordinances of the City of Bowling Green, relative to pay scales;
· Ordinance creating and adopting Section 33.02 of the Codified Ordinances of the City of Bowling Green, Ohio, relative to classifications of employee appointments;
· Ordinance amending and adopting Section 30.21 of the Codified Ordinances of the City of Bowling Green, Ohio, relative to bonds.
Council Member McOmber, for the Public Utilities Committee, introduced the following legislation:
· Ordinance authorizing the Utilities Director to advertise for bids and enter into a contract or contracts for the construction of the low service pump and river intake improvements;
· Ordinance authorizing the Utilities Director to advertise for bids and enter into a contract or contracts for water main improvements on North Enterprise Street, North Main Street, and South Prospect Street;
· Ordinance authorizing the Utilities Director to advertise for bids and enter into a contract or contracts for the Napoleon Road sewer improvements;
· Ordinance authorizing the Utilities Director to accept a utility easement from the Union Bank Company;
· Ordinance authorizing the Utilities Director to accept a utility easement from Robert W. & Patricia A. Maurer for certain areas in the Bentwood Subdivision, Plat III;
· Ordinance authorizing the Utilities Director to accept a utility easement from American Title Agency, Inc., Trustee, for an area located in the Waterside Bowling Green Subdivision, Phase I.
COUNCIL COMMITTEE REPORTS
There were no Council committee reports.
LOBBY VISITATIONS
Wendy Stram, Executive Director of the Bowling Green Convention & Visitors Bureau, announced that the Family Motor Coach Association has chosen Bowling Green to host its 82nd International convention in July, 2009. The convention will be held at Bowling Green State University and the Wood County Fairgrounds and will bring an estimated 8,000-10,000 people into the area for the conference.
Earlene Kilpatrick, Main Street BG, expressed her thanks to the City for their support and services for a successful holiday parade held this past weekend.
READING OF LEGISLATION

Council Member Newlove moved, Heminger seconded, to suspend the rules and give Resolution #3350 its second and third reading. On roll call vote, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, Zanfardino, and Dunn voted yes. Council President Newlove declared motion carried, and rules suspended.

On roll call vote, Council Members Sorrells, Zanfardino, Dunn, Frost, Heminger, McOmber, and Newlove voted yes. Council President Newlove declared motion carried, and Ordinance #7693 removed from the table.
Council Member Sorrells moved, Dunn seconded, to adopt Ordinance #7693. On roll call vote, Council Members Zanfardino, Dunn, Frost, Heminger, McOmber, Newlove, and Sorrells voted no. Council President Newlove declared motion defeated, and Ordinance #7693 defeated.
Council Member McOmber moved, Dunn seconded, to adjourn. On unanimous voice vote, Council President Newlove adjourned the November 19, 2007 regular meeting of the City Council at 8:29 p.m., subject to call.
