MONDAY, JULY 21, 2008

 

 

The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove.  The meeting began with the Pledge of Allegiance.

 

On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, and Zanfardino responded.  Council Member Sorrells was not present.  Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Public Works Director Brian Craft, Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger.  Parks and Recreation Director Michelle Grigore was not present.

 

Council President Newlove declared the minutes of the meeting held July 7, 2008 approved as distributed.

 

 

CORRESPONDENCE

 

                Clerk noted that a listing of budget transfers for the month of July was received from Finance Director Brian Bushong and distributed to Council prior to the meeting for approval.  Council Member Heminger moved, Dunn seconded, to approve the transfers as presented.  On unanimous voice vote, Council President Newlove declared motion carried.  A copy of the transfers is attached and made a part of these minutes.

 

            Clerk noted for the record that copies of the Budget Summary Report for the month of June, 2008 was distributed to Council prior to this evening’s meeting.

 

 

OFFICIAL REPORTS

 

            Mayor John Quinn introduced Mike Przysiecki from the Parks and Recreation Department.  Przysiecki accepted $1,300 worth of phone cards from Police Patrolman Jeremy Lauer donated by the BG Police Patrolman’s Association in support of Operation Phone Card.  Przysiecki explained that their goal is to provide 300 prepaid phone cards by October 1 to members of the National Guard based in Bowling Green who are on active duty.

 

            Mayor Quinn announced that Doug Isaacson has been promoted to Captain of the Fire Division and Victor Schnipke was promoted to Fire Lieutenant.  Quinn noted that interviews will now begin for entry-level firefighter to fill the vacant position.

 

            Mayor Quinn noted that the 2007 Mayor’s Report was distributed prior to the meeting and thanked Clerk of Council Kay Scherreik and Assistant Municipal Administrator Lori Tretter for their work on the report.

 

            Mayor Quinn asked for volunteers to help out with the door-to-door BGSU student welcome event planned for Saturday, September 13.  After the bags are handed out door-to-door, a neighborhood picnic will be held.  The Mayor also noted that volunteers will be needed on Friday, September 12, to stuff the bags that will be handed out on Saturday.  City Prosecutor Matt Reger is heading up the event.

 

            Mayor Quinn presented Certificates of Appreciation to Cliff Boutelle and Bob McOmber for their service on the Cable Television Commission.

 

            Municipal Administrator John Fawcett had no report.

 

            Planning Director Rick Ketzenbarger had no report.

 

            Parks and Recreation Director Michelle Grigore was not present.

 

            City Attorney Michael Marsh had no report.

 

            Utilities Director Kevin Maynard had no report.

            

Public Works Director Brian Craft had no report.

 

 

NEW LEGISLATION

 

            The following new legislation was recommended by the Administration and presented to Council for introduction:

 

            Council Member Zanfardino, for the Community Improvement Committee, introduced a resolution adopting and authorizing an amended B.G. Transit Drug and Alcohol Testing Policy.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to enter into a contract or contracts with Corrpro Companies for the installation of additional sacrificial anodes on the 36-inch water transmission main.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance accepting easements from Bowling Green Senior Community, LLC, for utility and right-of-way purposes.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to advertise for bids and enter into a contract or contracts for the supplying of annual inventory requirements, vehicle fuel, underground sewer lines and overhead insurance, and the sale of scrap materials for calendar year 2009 for the Municipal Utilities Department.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to advertise for bids and enter into a contract or contracts for the 2008 Conneaut Avenue sewer replacement project.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the purchase of the real estate generally known as 17552 West River Road in Middleton Township, and declaring an emergency.

 

            Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance accepting an easement from Jean L. West and William H. Oswald and Leslie B. Oswald for municipal purposes.

            Council Member McOmber moved, Dunn seconded, to adopt the emergency clause for Ordinance #7810.  On roll call vote, Council Members Heminger, McOmber, Newlove, Zanfardino, Dunn, and Frost voted yes.  Council President Newlove declared motion carried, and the emergency clause adopted.

            Clerk read Ordinance #7792 authorizing the Utilities Director to execute an agreement(s) for the purchase of the AquaDisk Filtration System from Aqua-Aerobic Systems, Inc., for third reading.

            Clerk read Ordinance #7793 authorizing the Utilities Director to advertise for bids and enter into a contract or contracts for the demolition of sand filters and installation of tertiary filter improvements at the Wastewater Treatment Plant, for third reading.

 

            Council Member McOmber moved, Frost seconded, to adopt Ordinance #7793.  On roll call vote, Council Members Newlove, Zanfardino, Dunn, Frost, Heminger, and McOmber voted yes.  Council President Newlove declared motion carried, and Ordinance #7793 adopted.

 

            Clerk read Ordinance #7794 authorizing the Utilities Director to apply for a loan and execute an agreement with the Ohio EPA Water Supply Revolving Loan Account and/or the Ohio Water Development Authority for the design, purchase and construction of tertiary filter improvements at the Wastewater Treatment Plant, for third reading.

 

            Council Member McOmber moved, Zanfardino seconded, to adopt Ordinance #7794.  On roll call vote, Council Members Zanfardino, Dunn, Frost, Heminger, McOmber, and Newlove voted yes.  Council President Newlove declared motion carried, and Ordinance #7794 adopted.

 

            Clerk read Ordinance #7795 authorizing the Utilities Director to execute an agreement with Poggemeyer Design Group for engineering design services for the Water Pollution Control facility’s 30 MGD ultraviolet disinfection and Parshall Flume improvements to be integrated with the tertiary filter design in an amount not to exceed $75,000, for third reading.

 

 

 

            Council Member McOmber moved, Heminger seconded, to adopt Ordinance #7795.  On roll call vote, Council Members Dunn, Frost, Heminger, McOmber, Newlove, and Zanfardino voted yes.  Council President Newlove declared motion carried, and Ordinance #7795 adopted.

 

            Clerk read Ordinance #7796 amending the Zoning District Map of the City of Bowling Green, Ohio, for approximately 15.45 acres of land located generally on East Newton Road from M-3 to B-2 Commercial zoning, for third reading.

 

            Council Member Frost moved, McOmber seconded, to adopt Ordinance #7796.  On roll call vote, Council Members  Frost, Heminger, McOmber, Newlove, Zanfardino, and Dunn voted yes.  Council President Newlove declared motion carried, and Ordinance #7796 adopted.

 

            Clerk read Ordinance #7797 approving the S-District Site Plan for the building addition and the parking addition at Heritage Corners on Klotz Road, for third reading.

            Clerk read Ordinance #7798 amending and adopting Section 150.41(K) and (L) of the Codified Ordinances of the City of Bowling Green, Ohio, concerning determination of significant trees in Planned Overlay Development Districts, for third reading.

            Council Member Dunn moved, Frost seconded, to excuse Council Member Sorrells from this evening’s meeting.  On unanimous voice vote, Council President Newlove declared motion carried.

 

Council Member Frost moved, Dunn seconded, to adjourn.  On unanimous voice vote, Council President Newlove adjourned the July 21, 2008 regular meeting of the City Council at 8:30 p.m., subject to call.
